As for the installer package - it seems to only look for either FS2002 or FS2004 as it's installing destination, thus you would not be able to install directly from the packages to FSX. I could be wrong about this but am pretty sure...
If FS9 is still available to you, you may edit & recompile new flightplans as usual - once done then open up Scenery->World->Scenery folders. Arrange your files by "Modified" and look for the newly-created traffic.bgl file at the bottom of the list. Copy this and place it into your similar path in FSX; provided all your AI aircraft folders are located within the Simobjects->Aircraft folder, you should have fully functioning custom AI traffic. It's a roundabout way to do it but it does work.
