the automotive industry and especially motorcycles produce some very innovative and exotic concept vehicles for exactly this purpose, on a regular basis. soley to explore new disciplines and technologies for homolgation into the much more mundane vehicles offered for sale to the general public. it's not hard to imagine the aviation industry occasionally doing this in order to stay abreast of current military and commercial needs. the aircraft you posted was very cool, it makes me wish there was one i could go look at up close somewhere.
