Help! FS 2002 ATC Automatically Assigns Visual Approach

I have MS Flight Simulator 2002 Professional, and for whatever reason almost every time ATC assigns me the visual approach even when the weather is a 200 foot ceiling and 1/16 mile vis. According to the program documentation, by default the ILS is supposed to be assigned with the visual left as an option at the pilot's descretion. MS tech support has been no help, so any assistance on this matter would be greatly appreciated.

Are you using the flight planner? It should work properly if you use this facility and select IFR flight. VFR flights will like the real world be given visual approaches.

Yes, I use the flight planner and fly under IFR, yet I still automatically get the visual.
