The best bet is the old evaluation version of www.winzip.com there are copies of it but this seems to be the biggest download for many years.

You don't need a programme because you already have one. It is built into Windows.

Just right-click on the zip.folder and then click on Extract All....

If you insist on using a third party programme instead, get 7-Zip http://www.7-zip.org/ - it is free and can handle many other compressed formats, including .rar files.
