Sorry. I Forgot to Write it should be a free program. I once had a repaintprogram, it was free, but it worked. I think the logo was a red plane

Yep, GIMP and Paint.net are the way to go for the freebies, but if you can ever afford it, get Photoshop, it's really great, and there is so much things you can do with it after you learn it. (I've been using it for 4 years and probably only know how to use 5% of it's functions, it's an amazing tool).
