Awful Scenery

Anyone have any idea why the ground scenery on my Windows 98 machine is just awful?

The video card isn't strong enough, probably a 32 or 64mb with old drivers.
Or, you only have 256mb memory.
Get the latest drivers for the card and turn down most of the slides so what little scenery you get will be good.
Turn off shadows, water, traffic, and turn down clouds and autogen.

Yes, what RadarMan said. -Windows 98 is pretty rough with a large program like FS9. -Also ck. your bi-linear 'settings' as this will make an improvement for you I believe.
