how to retexture?

Does anyone have any idea of what program you use to retexture a plane?

Okay. I used Microsoft Picture It to repaint the panels but how do you reinsert them into the FS2004? I copied the F5B then modified it and put it back in as T-38A but the variant doesn't show up in the sim.

Got any hints?
