Scenery Adding

When you are adding scenery, I see that you put them in order by 1st priority, 2nd, 3rd, ect.
What does the priority selecting do? Does the last have bad quality and the 1st priority have the best quality?

The priority settings are mainly for sceneries that are incorporated with some mesh scenery
For example,if you put them in the wrong orderyou may not see the runway,or buildings sink into the ground
