FS 2002 air traffic problems

I have never seen any air traffic in FS 2002. I have turned the air traffic up to 100% and still nothing happens. Can anyone give me some advice on how to fix this.

Confused Do you have a full install of fs and have you added traffic tools or anything? Confused
