How do I solve this problem?
i think you need to turn on the overhead panel, and tuen on some lights.
We need more information about your setup and aircraft. I would start with the Battery switch or master switch.
It has no gauges or switches on it and I am not sure how to get them. Not to mention that this will only happen if I use an unfamiliar panel

Most likely the gauges are inside the 'gauges folder' being part of your panel-download.
You have to open the 'gauges folder' and copy and paste the contents into your gauges folder that resides inside FS2004.
Its worth the money if you want to create or edit existing panels.
try opening the main gauges file and look for that panels gauges, check that they arent zipped, this happens to me sometimes.
