Is there any help out there for student pilots to practice raio calls on the sim. like making the calls to get out of the airport etc. Any kind of add on where the sim AI ATC or whoever other than other human pilots can respond?

As I understand your post the answer is yes, that is a part of FS2004. Turn on your radios and you can communicate with the control tower and get instructions.

you also have VATSIM which has a live ATC controlled by real humans, but I guess that is no answer to your question since you asked for some way to "practice". For that - as posted above - I think the ATC in FS should do

There is alo VoxATC. Talk to ATC in FS3004 in place of pushing buttons.
