Is it posssible for a person to get banned from this website?
Yes, I believe it is. The problem being that spammers have ever changing IP addresses so once you ban one, they come back with a different IP.

yes you can just change your ip but what about banning the account?
You could probably ban an account but anonymous guests don't have an account.
Accounts can be banned, we can continually ban IP's and delete posts until the one who was banned get tired of it.
Any forum can do that, names and words can be put into the filter so they would come out XXXXX when typed.
It's not pleasant for all concerned and is used as a last resort if the other members are constantly annoyed by an individual or he makes a mockery of the boards rules.
In case no one knows, as a last resort. if someone who is banned for a reason that is "beyond annoying" (vulgar) he can be reported to his ISP who can and often does cancel the offenders account.
That can hurt if there is only one broadband in town. All ISP's have an "abuse" e-mail address.
