AMD Athlon™ 64 FX-55 Processor with HyperTransport Technology
2.6GHz, 2000MHz FSB, 1MB full-speed level 2 Cache

Microsoft® Windows® XP Home Edition (Up it to Vista 64bit when it comes out)

Optional extreme-performance, whisper-quiet liquid cooling (Or just a better heatsink fan, copper)

4GB of system memory (up it yourself like you said)

Graphics (SLI, get one good, not the best card and wait for the new cards that are DirectX 10 capable)

Hard Drives (2 300's, if you can afford 10,000rpm get SataII)

16x/52x DVD/CD-RW
16x DVD-ROM

Good p/s not below 650w.

You could probably build it yourself cheaper.
