Are pilots tested on their performance during hypoxia symptoms? Do pilots have their own certified 'tolerance' to hypoxia situations?

No, civilian pilots are not. Civilian pilots are trained and tested on the subject but are not physically required to train/screen utilizing a altitude chamber. It is possible to attend a military altitude chamber for High Altitude Psychological training on your own. It is only given at a few select locations thought the country. It's not very easy to get on the long list of applicants and you would have to travel to the appointed location at your own expense. I think there's a administration fee but not very much.

Military pilots are given altitude chamber evaluations as a part of their normal training.

To the certified tolerance question, no. Hypoxia varies in an individual from day to day. Smoking, physical fitness and even stress can effect your tolerance. You avoid it, you can't try to go up to the edge of it's effects. 🙂
