Can someone explain to me what FPS is and what does it mean to lock your fps?

If you have a steady run of 27 or better fps then your aircraft wont stutter (slide show effect) and you'll have smooth looking flying.
If you have a limited not POWERFUL machine then leaving it unlocked will use resources for the fps that you could use elsewhere.
Lock it at 27 to 30 and all will be alright, if your machine and video card can reach that.

My pc reached 51 fps, should I lock it at that then?

If you lock it at that you might as well leave it unlimited, all you really need is 27-30 the rest of the power you use could be used elsewhere.
Many people leave it open or set it high, whatever your machine can take.
I have it locked at 27.
Read this and try to figure the entire mess out.

I seem to do fine with 20-22 fps. looks pretty smooth to me. If I could just get that with a full plate of weather I'd be happy.

I entirely agree with you. Heck the only way i can get 32FPS in Ohaire is to turn off the clouds, and set the buildings on normal density.
