I have recently installed a plane from avsim which is in the 737series. Not sure if anybody knows it???
Anyway, the plane comes with its own panel but it doesn't turn when you press shift+p+1/2. I have deduced however, that it is the panel causing the problem as when you have the default 737 panel in the plane it does the turns. Does the panel config file need to be changed in order to give it th4e ability to turn during pushback??

I do not believe you need to do anything to the config file as it is a standard feature. Does the model you obtained from Avsim have its own push back gauge?
if it doesn't, there is one that you can get there or at pretty much every other site that allows you to modify your cfg so that a pushback gauge is visible
