When landing on wet runways what setting for the Autobrake.

1, 2, 3 or Max?

1 in autobrake is almost never used, 2 in autobrake is for a dry runway and runways that have 8,000 feet or more, 3 is for wet runways and runways between 5,600 ft and 7,900 ft., MAX is only used in an emergeny. I hope this helps.

Do you put them on before you touchdown or after?

You always set them before touchdown, and once you touch down, they`ll come on automaticly(Why wouldn`t they? I mean, they`re autobrakes!).
