I have a hang glider that has a wind sound when flying in the cockpit view. Is there any way to have the wind sound (sound that you hear in the cockpit) in the Spot View also. Is there any way that you can do this?

Turn up the sound in the sims settings.
If that doesn't work it's your speakers or card.

No you can't because that's the way the soundsets are set up. Basically, you have the cockpit sounds and the exterior sounds. That's what everything is based on.
There are subtle deviations as you probably know. In cockpit mode for example, when you change your view to left or right, the cockpit sound will emulate your turning of the head and thus bringing your ear closer to one side of the engine(s).
Similarly the exterior (Spot View) sounds will vary when you pan the aircraft into different directions and also when the aircraft flies past your Spot View when you use Active Camera for example.
