Phil suggested that we update the DirectX program, however, I am not sure if this is for Vista 32. The system requirements do not include Vista..

The update Phil is refering to is for winXp(Sp2) DX9c, you can run dxdiag to determine your current DX9c version.
I've just installed this update and note that it doesn't change my DX9c version, but has replaced 19 DX files.
Ran FSX and didn't see any improvement, but my game was already running satisfactorly.
It this update for Vista too?

They both say XP only the second says Vista.
I would use (I did last month) the first for XP because of the later date of release.

where is the fsx.cfg ?
SP1 needs a pristine RTM.

Start/run/type in "dxdiag" without the quotes.
The window that comes up will give you a host of information.
If you download the latest DirectX and you already have it all it will do is overwrite, no harm no foul.
