Please tell my why when I fly an IFR flight I don't get credit for instrument time in the pilots record.

The log book won't automatically log instrument time for you, you have to enter that value manually. Instrument time is not the time you are on a IFR flight plan, it's the amount of time you fly in low visibility conditions such as in the clouds or with visibility below 3 miles, conditions that force you to use the aircraft instruments because the horizon and/or other visual cues are obscured. It's the same in real life.
