Scenery Really messed up

Ok so I posted a while back about my scenery being really messed up. I press ignor but the water is white some scenery is missing and its really annoying I have tried to Re-install a number of times but its still the same will I have to get a new Fs or is there scenery packages I can download to fix the problem. Please help!
