I have to turn on the Nav button, but the(green and the red) light still not come out.
Someone can tell me why?

The problem is on the 747-400 , and the taxi light cannot turn on(even the taxi light turned on),
air bus have the same problem(without taxi light). 
On the keyboard hit "L", that will turn on ALL the lights, then you can turn off those you dont need.
