Data Error 1603 Consult Installer Help (msi.chm) - Flight Simulator X (General)

I have Windows 10 and I just received Flight Simulator X Gold Edition. When I try to install the DVD, I get the error 1603. I am running it as the Administrator however, that did not work.

Any ideas on how I can get the game installed?
