There are several PowerPC emulators such as PearPC that can run Mac OS X, however they are very slow running under XP. You will also need an OS X licence. I have recently experimented with special versions of OS X on Intel based machines, however this is not supported by Apple and not documented in the slightest. There are also some legality issues regarding this.

Try PearPC:

Install a copy of OS X and then install Logic Pro or whatever else you want within OS X.
