do you need to get a joystick with a rudder function to play this game

You can fly with the keyboard or with a joystick or yoke and pedals.
I would say the if you can't afford the yoke combo get a stick with a throttle and twist handle for the rudder.
You'll enjoy it more, use it more often and not tire of it.
