What programs shall i need to design repaints, such as what Honula uses?

I don't know which program honuala uses, you could PM him and ask. If you want a good freeware program, get Paint.net ➡

i tried them all and the only one that i have liked is photo shop cs2 and you will need dxt.bmp to open the files and then send it to pscs2.....
