Downloaded the f-22, and the package says a virtual cockpit is included. The aircraft's CFG file looks pretty much the same as the FA-18 (where the VC works), but the VC still doesn't show up on the F-22. None of the textures show up either even though the files are where they're supposed to be.

The textures may not be showing up because they are too graphic intensive for you video card.
Try turning down some of your slides and see if they show.
If they do then you can slowly move them up again to reach the right mix.

Just thought of this.
Look in the Graphics tab of the Sims settings, if you have a DX10 box and it is checked...uncheck it.
That can cause loss of texture color.
