Making Changes To A Cfg File And Saving It. - Flight Simulator X (Add-ons/Downloads)

I'm trying to make changes to a panel.cfg file to instigate CALLOUT.

After following the instructions to change the file using notepad, I can't save as a .cfg file, only as a text file, which of course won't operate the changes.

Anyone help on this one?
