Yes, if you don't they won't let you surf or download.
They seem to be quite safe, I go there every day.

OK. Now you've got me interested. I've heard the term "cookies" alot. What are they.

If you will look at the bottom right of your browser you'll see a small red circle with a white bar in it, that's means that this site has given you a cookie.
I dump all every night. I don't like to be followed around. I also dump cache and history.
