in general, are scenery downloads frame rate friendly?...I often feel like downloading certain scenery files, but then I hesitate, fearing weaker performance in the sim.

It all depends on so many factors

The only real way to find out is to try it

One thing for sure to slow a weak PC is more traffic,so try turning the traffic down a notch or two

Some scenery addons are frame rate friendly. Some aren't.

The scenery of flight1 is 100 percent friendly

Thats one thing can agree with [e.g. FS Water by Flight1].

Just remember,with scenery,if it hits your frame rates or you dont like it just delete it from the scenery settings page in Fs9

And dont forget that if you find some good scenery,post a link in this forum(pay or freeware)

I found a site that is dedicated to cyprus so far.
