OK, this is probably a dumb question that's in the wrong place. In many readme's for aircraft, I'm instructed to open the aircraft.cfg file. Is there some program I need to open them? I can't access the coding for everything.
Right click the config and select "open with".Now select "notepad" and tick the little box for "always use this "
Job done 😉

You are probably looking at the wrong file.
xbadx1233 was inquiring about the 'aircraft. cfg' file.
I think you are looking at the 'xxx.air' file.
Important:
aircraft.cfg
and
FS9.cfg
...are not to be confused. The aircraft.cfg is contained in the respective aircraft-folder.
My mistake, I was thinking of the wrong file.
