You can move the "Tower" by just left clicking and dragging the Tower Icon to the desired position in map mode. The Tower view is not from the Tower location in the scenery but from the location of the Tower icon on the map. If you are trying to move the physical location of the Tower in the scenery, then you'll need to rewrite the scenery programing with the program mentioned above. 🙂
