That's a very tricky question.
It may well be the case. On the other hand I have seen similar claims (in the Readme files) concerning certain radar gauges for example. In the end it turned out that a fairly recent unregistered version was sufficient. Whether that has to do with the age of the file (download) or something else, I really don't know.
In the end, it wouldn't harm to try. If you find that a freely available version of FSUIPC doesn't do the job, just uninstall the software. Either way, you wouldn't be committing piracy.
