Mission Creation Kit - Flight Simulator X (General)

Hello,

I looked in the Index under Missions and it says that there is a 'Mission Creation Kit'. There is a link to FSInsider.com, but, I checked it out and found nothing about the kit. Supposedly it comes with the Deluxe version, which I have. Does anybody know anything about this?
