Activating new scenery

I cant activate new scenery in 2004.
I get a messsage saying ,you do not have permision to add new scenery . get a moderator to complete activation.
any help gratefully recieved.
I have win7 pro.

Shake off the yoke, the shackles and the bracelets which Microsoft burdens you with by default and elevate your status to Administrator.
