in ifr, when the controller clears me for a r/w, i request a change of runway, so lets say instead of taking 26r, i ask for 26l. the controller tells me continue inbound on the ils for r/w 26r, sidestep r/w 26l. does that mean he declined my request. thanks

Nope, that means to continue on the ILS for Runway 26 Right, then "sidestep" or turn left to land at Rinway 26 Left

Often you can also change the runway you want to land on. So you can request the 26L approach and also to land on 26L.

are you sure you didn't mean he can change the approach? because in his question he said he knew how to request a change of runway. If you can change the approach to the runway, how, because I get tired of "sidestepping" when I change runways
