Flight Simulator 2004 SDK Terrain Resample tool problem

Hello,
I recently instaled the FS2004 SDK Terrain Tools wanting to create a photorealistic terrain. But i'm having trouble with the RESAMPLE tool.
Everytime i try to use the tool (double click over the tool, or dragging the .inf archive over the tool) a very quick flash of a black screen appears and nothing occours.
I've already tried open the resample tool holding shift then right clicking it, and oppening a command window. It works, i can see the black screen and type commands on the box, but i can't resample any of the files i select. That's what appears when i try to resample a file typing it's name:

C:\Program Files (x86)\FS2004SDK\TERRAIN_SDK\Terrain_Tools>resample file01.inf

Then, i tried putting the .inf archive inside the SDK terrain tools folder (in the same pace the resamble tool is located). that's what appears:

Someone know how can i fix it?
(just for information, i use windows 8 and i have the MSXML 4.0 SP3)
