Scenery Overlap?

I am not sure if this is the correct way to describe this, but I would like to learn more about scenery ad-ons and how they are executed.

For example, if I have MegaEarth Texas scenery installed, and also have an add-on for Austin, Texas, loaded, when I fly from Dallas to Austin, are both the MegaEarth and Austin add-ons running, or does one take precedent over the other? I assume that the order in which you list scenery in FSX settings accounts for this? So if MegaEarth is listed first, the add on of Austin is not used?

Also, what are all the numbered files in the FSX Scenery subdirectory? Do these need to be checked in settings for FSX to work?
