what does "Tango" means in atc terms?

Tango is just a part of the alphabet. Tango is for "T".

I always thought that "heavy" appended to a call sign just meant that the plane was a big heavy aircraft, like a 747 or 777. Is there another use for it?

H in the phonetic alphabet is "Hotel" when you hear Speedbird 232 Heavy this means that they are over a certain weight.....which I can't remember! Fortunately ops have this as part of the callsign. This aids ATC as they are aware a heavy will climb slowly etc.
