I have downloaded and unzipped the scenery for Washington State. I put the "Scenery" folder in X-Planes Custom Scenery folder. I can't update the scenery_packs.ini file. I get a message saying I don't have permission to open the file. What am I doing or not doing that I should.?

After you download scenery in the root folder you must run xplane to load the new scenery into scenery_packs ini file. Then you can move the new scenery into the correct order.
