RBR?

I am currently listening to JFK ATC and the tower is reporting a RBR of 6,000. What does that mean? The airport is currently under only IFR only conditions and pretty good delay. Tonight a JetBlue had to return to the gate b/c of an ill passenger and an American Eagle had aborted for an unknown reason and another American Eagle returned to the gate for an unknown reason. Braking action is heavy reported by a Boeing 777. so what is a RBR?
Any Comments,
Brandon
