They are ground spoilers. The spoilers cause a dramatic loss of lift and hence the weight of the aircraft is transferred from the wings to the undercarriage, allowing the wheels to be mechanically braked with much less chance of skidding.

Typically in a 737 you arm the spoilers in the panel view. If everything works as it is supposed to, the spoilers will deploy upon touch down.

If this doesn't work in the a/c you're flying, you can deploy the spoilers manually by pressing ➡ /.

An alternate way to arm ground spoilers is [Shift+ / ].
