Radio and Switch Panel Problems

I have just bought a radio panel and a switch panel and both do not power up, however they show as working on the test panel and are showing on the computer under devices.
Can someone point me in the right direction, I have tried the enhanced power management thing but still no joy. Thanks in anticipation. Dave.
