Cruise is around 500 to 515 kts at FL38 to FL40

The cruise figures are about right. The nose up situation is common with most all arcft. The wing chord is generally set to run virtually parelell with the fuesalage, ( I think I spelled that right). In order for any plane to get into or stay in the air, you must raise the nose, thus increasing the angle of attack of the wing. Generally the positive angle of attack inflight is around 2-3 degrees, 10 deg. for liftoff and climb. ALL aircraft will fly a little nose up during cruise. In short, it's normal.
