In zero zero conditions when is the best time to lower the landing gear? Would it be as late as the runway threashold?

yep, zero decision height and zero visibility. In these conditions when would the pilot lower the landing gear?

What are those lights called that flash in sequence towards the runway?

Well in zero zero I think he'd divert if at all he could....otherwise i'd assume he'd lower the gear at the normal time and then retract it if he was forced to go around 😉

About 5 miles out as you intercept the GS. You want to be fully configured before 1000 feet AGL (above the ground).🙂

Lights are called Sequenced flashing lights, part of the approach lights.

If the airport has a CAT 3 standard the aircraft can land in zero visibility and many of the world's biggest airports have it. 😉
