KIAS Gauge - Addon Panels

On some of my addon panels, Ken Mitchell's 727 and MD-80 and the Fokker 10070, specifically, my KIAS gauge reads 045 even when stopped.
Does anyone know if this is normal for some AC? Makes judging taxi speed difficult.

I have an Airbus panel that does that. I just look at my GPS ground speed in the bottom right corner. It is more acurate that an airspeed indicator too. It is even less accurate in wind. Ground Speed is what you should be concerned about when taxing.

Ok, thanks. Sometimes I use Shift+Z to dispaly the speed up on top, but that's not very realistic. I've used the GPS GS when airborn to check the difference, but never thought to use for taxiing...
